Face ID has absolutely nothing to do with it.
Right below the grayed out "Download and Install" it says: "This update requires a Wi-Fi network connection to download."

your iPhone is not connected with Wi-Fi network, LTE is not Wi-Fi network!
This is happening to me as well despite being on reliable Wi-Fi. If you find the answer, please let me know!
