your iPhone is not connected with Wi-Fi network, LTE is not Wi-Fi network!

Face ID has absolutely nothing to do with it.
Right below the grayed out "Download and Install" it says: "This update requires a Wi-Fi network connection to download."
Try actually reading the information in that screenshot...
