My Good Old MacBook 13" has two hard drives but while one is nearly full, the other is nearly empty. Is this a configuration mistake or is one disk supposed to remain empty?

Somehow your disk has been separated into an addisjonal Volume
The extra volume can be removed again:
Add, delete, or erase APFS volumes in Disk Utility on Mac - Apple Support
I would advice to make sure you have a backup before you attempt anything:
Back up your Mac with Time Machine - Apple Support

Contact Apple for support and service - Apple Support

The only way you would have a second hard drive, would be if you installed one in place of the DVD drive. And if there are no apps or programs installed to the drive by you, it would remain empty.
