Why won’t my non iPhone texts go through . I noticed my SIM is locked in settings and I don’t know why

My iPhone will not send sma texts and I noticed the carrier is locked and the SIM card won’t let me send the texts through

I took out the SIM card and it didn’t work

what is my next step

I noticed the carrier is locked
