How do I upload pictures from iCloud to iPhone storage ? Knowing that i went to icloud and i activated Download and keep originals but nothing happened.

With the setting you mentioned, this will allow the original file size to be stored on your iPhone; however, it won't remove photos from iCloud if that's what you're looking to do. Check to make sure you have enough available storage on your iPhone to store all of the photos and videos in iCloud on your device to see if that could be related to what you're seeing.
If you're looking for assistance with seeing all of your photos as opposed to downloading the original size, this can be done without enabling the setting you mentioned as long as you have enough available storage on your iPhone. You'll want to be sure there is enough storage to display the photos and videos. iCloud Photos works seamlessly with the Photos app to keep your photos and videos securely stored in iCloud and up to date on your iPhone, iPad, iPod touch, Mac, Apple TV, and iCloud.com.
