Fragment of window in Mac OS menu bar

I've got this piece of a window or tool tip or something stuck in my menu bar, and I can't get rid of it. It prevents me from clicking menu items, unless I hit the very bottom of the menu bar item. I can't grab it. I've restarted, tried using apps that clear caches, rebuild permissions, etc., and it won't go away. I do not have two monitors, so it's not something stuck on the second screen.

Any ideas?

Try a SafeBoot How to use safe mode on your Mac - Apple Support

Takes a bit longer to get to the login screen, does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

To Add to the idea of Third Party application causing this issue.

Any Third Party Applications that will interfere with the normal operation of the OS, alter, modify, remove or delete or attempt to do so is an invitation for disaster and may require a Reinstallation of the OS.

This is  in-order to replace any modified, altered, removed or corrupted elements of the OS this software has inflected on this computer.

This will include CleanMyMac , This will include BitDefender

This will included Norton Antivirus , Sophos Av Software

Intego AntiVirus, McAfee, MacKeeper, Avast AntiVirus

Ad Guard, Webroot

The The Built in Security  is all that is required.
