There are certain websites that will not open, like my bank or Macy's. It appears I am up to date on any software updates. How do I fix that?

Notation - Mojave is the Last version to support 32 bit applications / extensions and Drivers. Catalina, Big Sur & Monterey supports only 64 bit and there is no workaround.
Suggest using Go64 to find 32 bit application before attempting the upGrade. Some or many of the Application already installed may required update or upGrades to 64 Bit Versions.

Go on the Apple certificate page:
Download the Apple Intermediate Certificates
Apple IST CA 2 - G1 Certificate (direct download)
Double click the downloaded certificate to install it in Keychain Access.
You should see it now, in login certificates.

Since I don't know what banking site you use I can't check it.
What browser are you using? Any error messages?
FWIW, I can open Macy's site in Brave. Chrome, Firefox and Safari.
