What I mean was, voice memos is taking 28gig of my iPhone storage and after checking it shows documents and data takes that space but unfortunately I have only two voice memo files amounting to 186MB.

You should really enable the two suggestions that you have to offload unused apps and to enable iCloud photos. That will help with your storage issue.
