I can't find this option on System Preferences/Keyboard.
I can't see how to attach the screen shot I took.
Anyway, the only options on Keyboard are:
Adjust keyboard brightness in low light
Turn keyboard backlight off after...
Use F1, F2 etc keys as standard function keys.

Yes, I know. I only have English enabled as well but when you enable Input Sources the Keyboard Viewer & Show Emoji & Symbols will be in the Menu Bar.

There is no Emoji input source. They are in the Character Viewer only.

This my issue, I don't get this option

In the Second Image there appears four options including Do Nothing
Incase it was overload
Check the box circled in red…
"Show input menu in menu bar". System Preferences > Keyboard > Input Sources.
Just to add, you can also bring it up by pressing control+command+space.
