When you are a family organizer and purchase sharing is enabled you undertake to pay for the purchases of other family members where that payment cannot be covered by store credit. Thanks for replying! Though this is not the case. That old member was removed already when this happened, and according to one of the Apple Support Advisors her iCloud Storage subscription continues to charge my card.
It really looks like a system bug related to Apple Family Sharing or Apply Pay.
Yes I did that. Sadly, Senior Advisor didn't seem to know how to investigate and hung up after 30 minutes, after I provided the Apple IDs and my card number and transactions' details.
I already cancelled my card number and the card company removed all existing token with Apple, and requested a new card number.

I share here in case anyone else may know more or otherwise may be impacted by the same issue.
It sounds as if you're going to have to pursue it with Apple Support then. Maybe they weren't as removed as you thought they were.
