Apple DVD Player

You're not looking for it in the proper location. It's located here:

Monterey/System/Library/CoreServices/Applications/DVD Player

If you forget where it is, just Google for its location.

It can also be accessed by typing, "DVD player" in Spotlight:

Note it has been in that location since at least the introduction of Mojave in Sept 2018.
