How do I get voice memo transferred to my iPad?

Assuming that both your iPhone (?) and iPad are both signed-in to iCloud with the same AppleID, you can simply synchronise your Voice Memos via iCloud. On both devices:
Settings > [Your Name / AppleID] > iCloud > Voice Memos - set to ON
