Lost iPhone

My daughter lost her iPhone last night, less than 24 hours ago. There is no “last known location” that is coming up. When I call her phone it still is ringing several times. I tried playing the sound in the find my iPhone app, and it plays for a few seconds then says off.

what does this mean and what can I do

If Find My is offline or not working - Apple Support provides several scenarios in which you will not see a last location.
