Running 12.3.1
I disabled smart quotes from the OS preferences under keyboard->text
I still see that using apple notes my quotes get modified with newly typed text.
Is there some other option that I need to disable to stop the modification of my quotes?

In doesn't appear to make a difference if smart quotes are on or off. For both double and single quotes select the last option under Keyboard > Text.

Make Time Machine Backup before updating just incase.
