I am wondering if there is anyone who could help me, I am having troubles with mail, I am not able to view/open any pdf or jpg with preview, I am getting error " The file “dfvde PL227416.pdf” couldn’t be opened because you don’t have permission to view it. "
The only way to open attachments is to save the attachment and then open it with Preview.
Any ideas how to fix it?
Hi. I had the same issue and was able to fix it by giving Preview full disk access in Apple Menu -> System Preferences -> Security and Privacy -> Privacy tab -> Full Disk Access then add Preview with the plus button after unlocking the padlock.

Yes this works, BUT I can only ONE item, then I have to quit Preview by clicking on the bar across the bottom before I can open a second PDF. It is just not sufficient to just close the open Preview file by clicking on the X button on the top of the open Preview window. Needs a PERMANENT fix from Apple.
SO! After reading this thread I gave BOTH Preview AND Mail full disk permissions and it seems to have worked.... for now.
Apple Menu -> System Preferences -> Security and Privacy -> Privacy tab -> Full Disk Access then add Preview AND Mail with the plus button after unlocking the padlock.
Giving Full Disk Access to Preview did not fix the problem for me. However, I found the bypass with the least hassle was, to use the File Spy app, that still opens the attached pdfs directly in the mail.
It appears this problem is related to latest update to Big Sur 11.6.6
I also encountered the same problem with Word attachments requiring additional permission per this link
So they are finally posting a fix in the next update:
"macOS Big Sur 11.6.7 fixes an issue where Mail and apps, such as Microsoft Outlook, cannot open attachments if the app required to open the file is already running."
Hopefully this fixes it. I would work for me the first time and then fail. The update says it's because the program was already open. That's why it would work only the first time. Installing now.

I am having the same problem. Since I ran an upgrade on my MacBook a couple of days ago, I cannot open PDF files in Mail, same problem as others here. Urgent problem to fix please!
No, I was wrong. Preview is still not opening pdf attachments within Mail despite giving Preview full disk access ;0(

Since the last MAC OS Big Sur update I also cannot open any attachments from Mail in preview or adobe or Google chrome. . It seems many others are struggling with this.
