iPhone 13 Pro Storage Glitch?

I recently got a new iPhone 13 Pro (256 GB) and transferred my data and such from my iPhone XS (256 GB) to this new phone. My new phone says I need to manage my storage because I don't have enough room on my phone to transfer my stuff. I have iCloud and backed everything up. It keeps shutting off to a black screen with a spinning dial and then will come back to the lock screen. I go to swipe to unlock and it does the black screen again. I don't understand what is happening and I have restarted my phone twice, and did a hard reset once. Nothing has worked. Help!!! I literally just got this phone.

Not all data comes to your new iPhone directly from the old one. Some data comes from the cloud, such as applications and data you may have stored in iCloud. This data transmission takes time, requires wi-fi and a well charged new iPhone.

Well, there are many details missing. Here are just a few:

”I … transferred my data … to this new iPhone.”
- How? Using Quick Start? From a backup?
- Did the transfer complete?
”I have iCloud and backed everything up.” Using which device? The old iPhone? The new one?
”I’m not able to use my iPhone and it was backing up overnight …”. If the iPhone is backing up, then it’s functioning. If you can’t use it, it must not be backing up.

So does it just need time? I'm not able to use my phone and it was backing up overnight and this morning. (It's currently late afternoon)
