I have a new Mac Air iOS 12.3.1. I have an old Mac Air i5 running iOS 10.12.6. I have two folders of email in Mail on the old machine that I want to transfer to the new one. Just them. Nothing else. Ideas please?

You can export the mailboxes to an external drive or usb-stick and import them on the other mac. If the mailboxes on both macs have the same name, I would change them on one mac before exporting Import or export mailboxes in Mail on Mac - Apple Support
