I was able to sync from my pc itunes playlist to my iphone but unable to sync the same playlists to my ipod
See Sync your iPhone, iPad, or iPod using your computer - Apple Support. You should be able to chose which lists are synced.

Just to be clear about a specific point in turingtest2's post; each device has its own Sync setup. You have to set Sync options for the iPod, even if you want them to be exactly the same as the iPhone.
