199 Contacts in iCloud but only 173 on iPhone & iPad

Hi everyone,

I'm a new iPhone user. I've had an iPad since May of 2020, but otherwise I've been a lifetime Android phone user. I bought my iPhone 13 in April of 2022. Most of my information was stored on my Google account.

Before I begin, yes, I am aware I can sync my contacts from my Google account onto my iPhone. That's how I have used it for the past month. However, I would like to export my contacts from my Google account into my iCloud account. I took the .vcf file and imported it into icloud.com, and it counted 199 contacts (which is correct). However, when synced to my iPhone and my iPad, only 173 are counted. It excludes the same specific contacts every time. I have restarted my devices, unsynced and resynced, and deleted and reimported the contacts. It's still the same contacts not appearing. Why is this happening? How can I sync the full 199 contacts from the iCloud website onto my devices?

iPhone 13, iOS 15

What happens if you open that same .vcf file on your iPhone?
