I have set screen time on my son’s account have removed the permit of mobile data changes from screen time and yet he’s still able to use his phones mobile hotspot whenever he wants. is this a glitch in the system or am I missing something here?

screen time restrictions won’t disable hotspot, if you want to disable it you can follow this steps:
Go to Settings > cellular > cellular data network > Hotspot - remove the word From the APN field.

I cannot find this in my phone settings.
Try this steps:
Go to Settings > Mobile Data > Mobile Data Options > Mobile Data Network and follow the steps above.
If your device doesn't have either option, contact your carrier.
