I've deleted a bunch of documents in our system but those deletions apparently are not bringing down the storage of the same docs in the cloud. I was told I probably need to empty the recycle bin but I can't find that. Solutions?

Are you sure you want to delete docs permanently? Go to iCloud.com, llg in with the AppleID, open iCloud drive and look at the very bottom of the page. There you’ll find Recently deleted items. If you empty this bin, you’ll won’t be able to recover them
