How to EASILY empty Icloud and iphone photos onto PC?

Attempting to download files off my phone always yields an error message on iphone 12. Icloud will not allow you to easily export photos onto PC. (I have 40,000 -- dont tell me to just select them all manually...) How can I EASILY Get around apple trying to force me to keep paying for icloud data? It wasnt worth 99 cents, or the 10 bucks I currently pay. I would rather burn the money than have it continue to go to apple simply because they are allowed to engineer products that force you to either decide to lose years of memories, or fork up the cash.

What does the error message say that appears when trying to download your photos from iCloud? Are these the steps you're following to download them: Download and view iCloud Photos on your Windows computer - Apple Support

You're also able to choose to always download photos using these steps: Keep photos and videos downloaded in iCloud for Windows - Apple Support

Be sure your PC is fully updated, then check for updates to iCloud for Windows application as that can resolve odd issues too. Also, with having such a large library, you may need to download them in batches and while using a strong Wi-Fi network.
