Contact any number shown on the phone contact apple support via the support app. Apple can try to trace who the phone belongs to. Your local apple store can also help. I am very sorry you got scammed

Return the iPhone and obtain a refund if possible. Otherwise, you just paid for an expensive lesson. You’ll know better next time.
