I have 2TB but aren’t able to download pictures

I am trying to figure out why I have 2TB but aren’t able to download pictures anymore. I have more than enough space but for some reason it won’t allow me to anymore

Can you explain what you mean by "download photos"? Your 2TB is in iCloud, not on your iPhone.
