Apple ID disabled

The message “Your Apple ID has been disabled from the AppStore and iTunes Store” is displayed when trying to download apps and updates. I am also unable to update my payment information.


The reason for this issue is an intrusion in my account. We have tried to change the password multiple times and resetting the account information without any success. Please advise how to recover my account.
