iCloud is not taking my payment/help.

To whom it may concern,


Thank you for your help. I received an email today from iCloud saying they were having trouble with my payment processing. I've tried to follow all of the instructions online but there's nothing I can do to change the payment or to make one directly. Please tell me what I can do or how I can speak to a representative.
