That is a scam. No, it is not hacked, unless it is jail broken. So, report this to Apple.
Troubleshooting a Hacked Device:
If anything, it is your account that was hacked --not your iPhone. The only way for an iPhone to be hacked is if it is jailbroken (but, no worries there, if purchased from Apple).
So, Four Things Here:
A. Modify your Credentials:
Having so much suspicion, consider modifying your credentials, ASAP, starting with a new password.
B. Verify Your Devices:
Verify that your the devices logged in to your account or officially yours, by using this link: Check your Apple ID Device List to See where you're Signed in - Apple Support
C. Report this to Apple:

D. Set this Up Anew:
