Child phone set up in family group and downtime set up but not working properly

Child’s phone signed up with family sharing, downtime set up but not working properly. Also can still access apps like YouTube and Google chrome during downtime that is set up directly on child’s phone. Please help.

Go to Settings and tap Screen Time. Tap Content & Privacy Restrictions and enter your Screen Time passcode. Tap Content Restrictions, then tap Web Content. Choose Unrestricted Access, Limit Adult Websites, or Allowed Websites Only.
