dock items not opening

When I attempt to open an app from the dock they do not open and I have to open Activity manager to delete and then they open.

I believe there is something wrong that needs to be fixed and that quick-fix is not the answer.

I have a late-2015 iMac running Monterey version 12.4.

Here are two more "quick-fix" options:

  1. Restart your computer.
  2. How to use safe mode on your Mac.

The same thing is happening to me with Monterey 12.4 on a Intel Mac Mini. Reboot will "fix" this problem temporarily but both rebooting and Safe Booting are NOT fixes, just Band-Aids. The problem comes back randomly at another boot up. It is VERY annoying. I have had this problem for over a couple of minor updates and it is still there. I have to go through the whole boot sequence to get to the point where I click on an app to find it is not working. I relaunch the Finder app and it doesn't fix it.
