Personal hotspot draining battery when not on

I’m having battery drain issues all of a sudden. I noticed Shazam was taking up a lot of battery even though I don’t use it often so I just deleted the app. However I’m finding in the battery area of settings that Personal Hotspot is using the most battery of anything. I haven’t used my hotspot in weeks and it’s turned off. How can it be using battery?

Follow-up: why is my battery suddenly draining 20% at night? I have background refresh off and this is a very recent issue for me. I think my battery may be nearing its end (it’s at 82% capacity) but this sudden change feels fishy.
