Pages

Working in Pages. It won't let me delete blank page, moves pages from bottom to top, put a new page under a highlighted page. It seems frozen to whatever I try to do.

If you are in word processing mode, there is no means to delete a specific page unless you manually select the entire page and press delete. No removal by thumbnail is available. However, if you are using a Page Layout document, where every thumbnail is a separate entity, then you can right-click on that thumbnail, and choose delete to remove that page.
