What does "Synced videos only" mean?

Apple allows some countries to access Apple TV through "synced videos only". What does that mean? Thanks.

That means no access to iTunes Store movies and TV shows, nor Apple TV+, nor other streaming content through the Apple TV app. Only non-DRM’ed video content that is locally on the drive of that device.
