iOS15 Text Message Forwarding - No Option in Settings

Regarding problems with syncing I've seen multiple people say to go into the iPhone Settings > Messages > Text Message Forwarding, but there is no option for this in iOS (screenshot below). Even Apple still refer to it in their help files, but that's not correct (well certainly not for iOS 15):

My imessages still don't sync properly between my MacBook and iPhone 12 (yes I've been through both to ensure all settings are correct).

Any other advice would be much appreciated.

We understand that you're unable to see Text Message Forwarding on your iPhone. We see that you've already reviewed the instructions outlined in How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac - Apple Support

If you've already signed into iMessage on your Mac in Messages, go ahead and restart both your iPhone and Mac then check your iPhone Settings to help determine if you're able to see Text Message Forwarding.
