Recently, I bought an iPad 9 .before I had an iPad Air.
in my iPad Air I had written a note and put a lock on it. When I bought my iPad 9 I signed in with the same Apple ID I used for my previous iPad. And in Notes I saw the note that I wrote on my iPad Air with the lock on it.
A few days later I wanted to write another note and put a lock on it but I couldn’t find the lock option anywhere.

I see you have created a note in 'quick notes'. In quick notes there is no option to lock it.
If you move the note to a folder you will see that the option to lock appears again.
