iPhone busy signal when shut off completely in 2022

Ever since I changed from Samsung to Apple my iPhone SE (old) and now my iPhone11 (new) have busy signals for all callers when phone(s) (were) are turned off completely.

Why not a normal ring till it rings out? It is irritating, because people think you are on the phone whereas the phone is actually completely shut off.
