Screen time limits no longer require a passcode?

In the past app limits in screen time required the screen time passcode to be entered to enable for 15 minutes or the rest of the day. This seems to no longer be the case. What exactly is the point of having a screen time passcode on your own device anymore ? It would be very helpful if the passcode was required to enable more usage of an app after a specified time limit. Is there a reason that this setting changed ?

It is not clear from your post if you are referring to Screen Limits for self monitoring or monitoring for family member.
