IP blacklisted for no obvious reason

How do I get a new IP address assigned to this device. It's only 7 months old and after two days of wasting time with support services comcast, apple and microsoft, I think the solution is a new IP address. The error message when I log into MS Outlook 365 is this: Temporarily blacklisted IP address.

Your public IP address comes from your Internet service provider. It’s probable that they are the one’s who’ve been blacklisted, not you specifically. Go somewhere else… a neighbor or friend with their own WiFi, McDonalds, the library, whatever. If Comcast is your ISP, the problem is that the IP address your router is getting from their servers is blacklisted or part of a block of blacklisted IP addresses, either for malicious activity or some other reason.

Here's the solution: 1. I was using a different password on the linked sites (apple and comcast) so I first fixed that. (Not sure how it worked for the past 7 months....but anyway.) 2. Your solution - sort of. I went to the ice cream shop to log in on my cell phone to my email. It would not work. I unplugged everything here from the outlet and internet. Replugged, but the same old IP came through. So, I went into System Setting-Network-Wifi, and I connected via my hotspot on my cell phone, which immediately changed the IP address. Instantly, all of the emails from today came into the Outlook MS 365 account.
