I have an alternative email in case I forget my password. Why is this option unavailable?

Why isn’t my alternative email used to recover my forgotten password?

I no longer have my old phone for Google to send me a code.

What do I do if the directions to reset password went to an email address other than mine or my rescue email address I forgot my password and asked that the directions for resetting the password be sent to my email address. I then noticed that it was sent to some email address that I didn't recognize. I re-entered the request to have it sent to my phone, so I have now changed my password. What I'm concerned about is the other email address it went to.

I got locked out of my Gmail account because my iPhone didn't save its suggested password I am locked out of my email on all devices after resetting my gmail password and using the “strong” password iPhone suggests only thing is the iPhone did not save the password and I can’t verify my account. It ask for my phone number which I give and get the code THEN it ask for my alternative email or recovery email to which I guess I entered in wrong because I never receive the email.
