I can't connect to starlink, is it related to private relay?

Your ISP support will be aware of issues, limits, and outages. If there is a general issue with Private Relay or other iPhone nerworking-related settings, the ISP support team will know about that by now, too.

As for the question asked, turn off Private Relay, restart the ISP-provided box, restart the iPhone, and try again.

If Private Relay is on, it could be very well possible. Private Relay is still in beta from Apple and can have issues.

I have heard loads of times that Private Relay is not compatible with Starlink. You will have to disable Private Relay.
