Flickering touch bar on MacBook Pro 2019 13 inch & Epilepsy

Can the flickering/flashing touch bar on my MacBook Pro 2019 13 inch computer cause epileptic seizures in photosensitive people? In other words, do the lights flash between the frequency of 5 to 30 flashes per seconds (Hertz)?

I tried earlier advice to:

Try resetting the SMC How to reset the SMC of your Mac - Apple Support

if no resolve

Try resetting NVRAM/PRAM Reset NVRAM or PRAM on your Mac - Apple Support

And neither worked. Now I want to know the light frequency.
