Messages were synching fine before I upgraded mac to 12.4. Solution offered elsewhere Messages in iCloud don't sync in Monterey - Apple Community does not work
iPhone > Settings > Messages > Text Message Forwarding
because the "Text Message Forwarding" toggle is no longer there in ios 15.5
Any help would be appreciated.

If Text Message Forwarding has disappeared from Settings > Messages, try a force restart: Force restart iPhone – Apple Support (AU)

Oh. SMS - am sorry. Anyway, I just checked my iPhone 11 running iOS 15.5 and found Settings-Messages-Text Message Forwarding is still there.
And FWIW, I checked an original iPhone SE running iOS 15.5 and the setting is also there.
Have you checked if "Enable Messages in iCloud" is checked? (Messages-Preferences on Mac). You can force a SYNC from there also. If it fails, try to SIGN OUT and sign back in.
Yes, thanks, did that, and did it again after your reply to be sure. I should emphasize that I am talking about SMS messages. iMessage messages seem to sync correctly.
This solved it. Very weird to me that "Text Message Forwarding" setting would just missing from my phone. Of course, I did not even know it was supposed to be there.
