signatures corrupt in Mail
I cannot edit my signature file.
Every time I do and then close the app on reopen it has defaulted back to what existed before.
Any ideas?

Leroy,
For your information...
THIS fixed it, an old post, 2017, in Apple Communities about the same issue in El Capitan:

You can try booting to safeboot— delete all existing signatures then reboot as normal and test they are gone.

This was a great idea.
I have been focused on the plist area as it is clear to me that the program is not allowing "write" permissions to the files otherwise it would save the changes.
Alas, it did not resolve the issue.
I will escalate to support.
thanks,
gordon
