Unable to get into my Apple ID account

How will I be able to change my information, if I can’t reach my icloud? I did the account recovery and it said it will send directions to my @icloud, but that is the whole reason I can’t get in. I can’t access my phone # because it’s off and the email wasn’t working because my phone wasn’t seen as a trusted device anymore. I even tried to put the card info on there to verify myself and it kept saying the CVC was wrong even though it’s definitely right. I signed out and made a new account so I can still communicate but I want and need my old icloud back.
