Photos and videos not syncing on icloud?

I just upgraded my icloud plan last night. How long does it take to sync? I've tried all the instructions I can see in the internet and nothing worked. My phone is up to date, connected to the wifi, icloud photos is turned on, signed out of icloud, restarted my phone etc. I'm currently backing up my phone just trying to see if that would work. What else am I missing? Please help :(
