Can you connect an external monitor via USB-C to an M2 MacBook Air 2022 and use the sidecar feature with an iPad Air (5th generation) simultaneously for a triple monitor set up?

Yes, that setup will work. Actually, any AirPlay device can work together with an external display to effectively act as a second external monitor.
