I have a new tower pc that I’m using and would like to use my late 2009 21.5 in iMac as a second monitor. I have it connected using the thunderbolt from the iMac to the display port on the pc. My problem is that the iMac doesn’t have any ram inserted and is staying black screened with a beeping noise while powered on. Do I have to buy and install new ram to get the iMac off of black screen before I can use it as a monitor for the pc?
You can't use it as a display for a Windows PC with or without RAM. But it's beeping because it has no RAM.

That will not work.
1) The iMac is a computer (not a display), plus it must have good RAM to startup and run.

2) That iMac does not qualify for Target Display Mode and can not be used as a display for a Mac or PC.

To add the icing on the cake the 2009 must be a 27" model (21.5" models did not support Target Display Mode) and the PC must have a mini display port.
Finally, iMacs are computers. They are not displays for other devices.
