Mobile ID implementation is a state-by-state function with significant effort required by the state ID-issuing agencies.
(It’s NOT a simple “import a picture of your current ID into your wallet” process)
If a particular state sees no compelling reason to issue mobile IDs, they’ll simply not do so.
A quick perusal of KY’s web site found no mention of Mobile IDs.
