You have to have a valid Apple ID and an Apple TV+ subscription. I can sign in Chrome or Edge running on Windows. That message is telling you that you must first sign in on an Apple device or use iTunes on Windows, probably to accept Ts & Cs.

After I log in and input the verification number, I get the following message "Before you can sign in on the web, first sign in to the Apple TV app on your iPhone or iPad. On a computer, sign in to Apple TV or iTunes. "

It keeps asking for username, password and verification code, in a constant loop. Finally, it says it cannot send out anymore verification codes.

I will try again tomorrow for the game but it does not seem to work. I'm wondering if you can only log in using Apple products.

I can sign into https://tv.apple.com. I cannot prove MLB works because there is no active content right now for me here in the UK. I should be able to check tomorrow.
