An app reinstalled itself even though it was completely deleted from iPhone a few months ago. This happened after an iOS 15.6.1 update

I had deleted the app completely from my iPhone a few months ago and when I updated my iPhone 12 to the ios 15.6.1, the app reappeared suddenly when I unlocked my iPhone after the update

(The app was not even offloaded)(it was completely deleted)

If you're certain that you had successfully removed it then one must assume a bug of some kind. I had wondered if it might have been a default Apple component restored following an iOS update, but you've ruled that idea out. What settings do you have under Settings > App Store > Automatic Downloads? If you have App Downloads enabled then perhaps the update could potentially have caused your phone to look for purchases not currently installed to the device and chosen to install it.
