Unable to add a card to wallet/Apple pay

Once I click on the add or + button, it shows "Could Not Add Card Try again later or contact your card issuer for more information."

It did not ask any card information, and just pop up. (And my bank is BOA, which supports apple pay.)

I called the Apple support and they told me to reset my phone, I did it and just not working and shows the same thing again.

Also, I checked the region on my device, my Apple ID region and select the same region again, it's US.

My device is iphone 8 plus with ios 14.4.

This problem has lasted for few years

Did you activate your card before attempting to add it to Apple Wallet?

Did you verify all information on the card matches exactly?

If none of those work, then try linking the payment method:

Open Settings ➢ your name at the top of the list ➢ Payment & Shipping ➢ Add Payment Method.

Once the payment method has been added, you will have the option to link it to Apple Pay.

Could you explain how to "Link it to apple pay"? I add a card in Payment & Shipping, but I don't see the link option.

The link option should appear as long as your card is activated.

You could simply contact the financial institution to activate your card for your device (this is not uncommon).
