Do you have 2fa enabled on your Apple ID?
If you have that, you cannot sign In on any macOS later then macOS Sierra
If you want to login you will need to have access to another apple device
On an iPhone, go to settings>your name?passwords and security and click generate verification code. Then, login with your apple id and the code as your password. you should be able to login now
